The negative sign is very important. IIRC, the desired range is between -0.50 to -1.50. Heath Diesel recommended -1.94 so I think that may be at the edge of the good limit. So -0.70 is within that limit.

The key if you are building TurboMaster is find the strongest spring there is. Most spring cannot hold till around 10 psi. The logic in turbo is reverse than the way we think.

The mechanical wastegate is just a spring that stay close till a certain psi. Mine does not use the vacuum pump anymore.

Some 94 model year have different IP model? Not sure if yours does. Where did you buy the IP from? Some vendors are selling bad rebuild IP.

Load test (NOT voltage test) the batteries one at a time? There is always a chance that the new PMD is bad.

I would leave it alone. Sounds normal to me for 20+ years truck. It is not going to be perfect. The more it is driven, it will smooth out.
