What are you looking to pull with it?
For what it's worth, although I only have 2" recievers, I've made many of my own hitches. I use 2" bar stock, not tubing, and 'v' the heck out of where I weld it together.
Hydraulics do have one major advantage: they can be used continuously, where as electric winches get hot and have to cool down. Other than that, all the advantages go to electric.
Given where you live, I would also go over the connections with Liquid Electrical Tape. The stuff is great for sealing out the weather! I used to use silicon for a sealer, but this stuff is way better.
Going pre means you don't have to change the overpriced oem nearly as often.
For anyone contemplating adding a filter, a word of advice. Salt and aluminum do not get along well, and the salt will eat an aluminum filter mount up in a few years. Moral of story, put something on it to protect...
This one threw me! I've always thought of IP equalling Instrument Panel, and was trying to figure out how the hell that would give you problems!

Not disagreeing, but my pin weight is dry, I'm not sure about loaded. Also, I have a tool box full of good stuff, two Honda generators and fuel. I know that according to my tape measure, the ride height is about the same running between 60 and 70.
As for the air, I have the on-board...
I have been doing my own maintenance since I started to drive (over 40 years ago), with very few exceptions. Combination of being frugal (cheap) and not trusting $8 an hour "mechanics".
