As far as I know, there is no other way but to splice into the harness. It's not too hard to find the orange and white wires coming from the brake switch. This is the only application that I will use the blue 3M splicers.I'm pretty shure it's the orange wire that is used for the controller...
I don't cut the aluminum tube off at all. I lube up the heater hose with wd40 and slide it over the rib. one clamp on the nipple and a clamp on both sides of the rib.
I'm not by any means saying you are wrong. I don't pull long grades at full throttle either. You could end up with one from the junkyard that is only 6 months or a year old or is still working good enough. $170 for a new one seems rather high. I'd do some shopping before jumping on that price...
The coolant temp sensor[on crossover] could be giving a false reading telling the ecm that the engine is warm and doesn't need the glows on very long. There should be a chart in the tech. library with the resistance values verses temps. It wouldn't hurt to check for blown fuses.

Check on car-part.com or your local junkyards. You may get the fan and clutch for $20 or even less. Most junkyards wouldn't bother taking the fan clutch off.
