    Maybe no rust but there might still be a pinhole in the fuel suction tube.

    I would suspect a hole rusted through the in tank pickup line that is letting the air in at that low fuel level before I would worry about baffles. You might want to consider getting a new tank sending unit.

    ATM-3301 or ATM-3303 would be fine for the 2 1/16 pod/gauge mount and the ATM-3301 could also double as a vac gauge for testing purposes on the vac pump/wastegate system.
