The third picture is the factory relay I believe. I'm not familiar with the 94 set up. If i am correct, leave that relay be and fashion your own relay in to reduce the load on the OPS according to your diagram.
I found that on really cold days, that the stock glow time was not enough ( at least in my case ). So I added an extended glow time mod to rectify it. It is nice to have when it is really cold. The 60 G's start the truck way better than the 9 G's did.
They usually break if one side is tightened and then the other side, rather than drawing it down a little on each side until tight. After 20 years of auto shop instruction, I saw several issues like that. Darn kids.:mad2:
I think the cap lets the tank vent when necessary and also will allow pressure on the other hand. I would think a slight pressure would be more inclined to prevent foaming. This is how I understand it or I may be off base.
