If this is the 98, I know that there is a steering wheel speed sensor and a module which controls a solenoid that regulates P/S pump output flow. I don't know anything about it , but thought I 'DE toss it in the ring. Check for DTC's. Good luck.
On the side of the housing near the bottom is the water in fuel sensor. It is held there by 2 screws and has 3 wires to it. The heater as you know is at the bottom with 2 wires.

I would say there is nothing in the can. Just a junction. Snowdrift, what water pump was just introduced? I thought the GM 88894035 water pump was the big daddy as far as equal flow is concerned.
