Just FYI those modules are used in more GM vehicles than just our trucks - but in our trucks, 1991 does not use this type of setup. It's built into the dash cluster itself. The GM fullsize trucks that use this setup are only 1992-1995...
I can tell you from experience (and reading experience of others) that pretty much all of the aftermarket copies are poor quality. The two main issues are fit - they will tend to sit crooked, giving a "droopy-eyed" appearance, which can be corrected to some degree by hacking at the mounting...

That block doesn't come apart, it's just there so it can be secured to the firewall. The wiring continues on to the PCM and a few other items in there; it can all be disconnected just a little bit inside the passenger compartment behind the glovebox.

That behavior sure sounds like it has a hot fuel module installed. I don't think it's going to be related to your starting problem, but I could be wrong. I haven't really messed with any vehicle that has that option.
