The used IP arrived yesterday. Appears to be a mighty fine unit. I now have another known good spare to send out if anyone needs a test unit. It does have a black box Stanadyne PMD mounted on the pump that I presume was functioning. I will send him a message and ask if that is a functioning PMD.
