No, the capacitor checks out. It's the one that came with the Q4, and is non-polar (see my previous post). It has a definite affect on the "signal", but I don't think that it's the intended affect.
At this point, I feel that the VSSB is probably "fried", and it's time for someone with a lot...

Have tried the US Shift speedo drive wire (tan) on each of the two wires from the speed sensor, pre vehicle speed sensor buffer, with and without the capacitor in-line. No speedometer movement. The wires were dead-ended...
