What does this mean.

Got the front of the engine took apart to change water pump ,harmonic balancer,pulley ,and front main seal... In the process founded the stamp in the front of the block... Just curious what it means.

That is a calendar date stamp. Tells what day exactly, sometimes time of day it was made. Obviously 1996, i cant remember how to read the rest of it
 
Just realized I posted the pic upside down.. I googled the number.. only thing I am getting back is Humvee surplus.. would I be correct in assuming the 96 memes I manufacture date of 1996? I'll keep searching web
 
I'm just reposting the picture I flipped it around.. and zoomed in..but I'm the engine if you're looking at it it is stamped upside down right above the crank..
