I prefer over the top, but if I could get the kids to just put 1 back on when empty I would count that as a win.

At 1 point I thought I had a fitting punishment/solution. I took out the extras from under the sink so when they needed the replacement they could learn why you always put a new one on. Yup- backfire. Now I want to figure out how to fit a whole case under there.
