First, You have to back of the brake shoes through the oval hole on the backing plate.
Then depending which axle you have, the next step is different.


This might get you there, if not because you have a floating axle or something-post pictures of what you have.

 
After backing off the shoes, sometimes it is necessary to take a larger size hammer, like a 3 pound or so, then whack the drum while spinning it. I always try to tap the drum on the outer edge.
Do this if the drum is seized to the axle.
Yeah, it is a different process on a full floating (FF) axle.
