I have a 1995 dodge ram 1500 watch a 318ci 5.2 liter 2 wheel drive and It been sitting for 3 years and been working on it and I ran in to a problem and the problem is I turn the ignition on I have no power whatsoever in the cap no crank over no nothing I'm guessing it might be possibly be the battery

If the vehicle sat for 3 years without anything charging the battery, yes, it is dead. Batteries have an internal loss rate, so if they sit without anything charging them, they will lose power. Chances are good this battery is now trash as automotive batteries do not like going to 0% SOC (state of charge). Even if it does accept a charge, do not rely on it anymore.
