That is a stout heatsink. what is the extra pigtail on the harness? It's hard to tell in the pic but almost looks like the rubber boot from the rear if the IP.
Yes that part of the harness connects to the backside of the IP.

I was able to mount those harnesses. To the license plate bracket bolts.
